Urban Renewal Development
The Caldwell East Urban Renewal Agency (CEURA) was organized and approved by the Caldwell City Council on December 21, 1998. The Agency was established to promote development and redevelopment efforts in an undervalued portion of the City of Caldwell and in the City’s area of impact within Canyon County. The goals of the Agency include a plan to transform this underdeveloped area into a desirable location for prospective homeowners, small businesses, and corporate development. The amount of revenue received from property taxes is determined by the value of taxable property in excess of the base year, multiplied by the current tax levy rates in effect from the various taxing districts within the urban renewal boundaries. If the market value of property increases, the proceeds from the property tax may increase even with no increase in the tax levy rate.
The Urban Renewal District covers the portions of Caldwell that have historically been slow or devoid of development. Caldwell East Urban Renewal has provided needed infrastructure within the district and will continue to consider programs and projects that will further entice development into the Urban Renewal District.
